BuCor Act, nilagdaan ni PNoy

Nilagdaan na ni Pangulong Benigno S. Aquino III ang Republic Act No. 10575 na magpapalakas sa tungkulin ng Bureau of Corrections (BuCor).

Layunin ng bagong batas na isulong ang modernisasyon at propesyunalismo ng BuCor sa pagtatatag ng bagong pasilidad at pagdadagdag ng tauhan na may karagdagang benepisyo at mas mataas na sahod.



Sa ilalim ng bagong batas na “The Bureau of Corrections Act of 2013”, magsisilbi ang BuCor at mga deputy director ng ahensiya nang hindi hihigit sa anim na taon simula nang maitalaga sa puwesto.

Target ng BuCor ang custodial personnel-to-inmate ratio na 1:7, at reformation personnel-to-inmate ratio na 1:24.

“It is authorized to increase its manpower to meet such ratio and may continue to increase personnel per percentage rate increase of committed inmates annually or as the need arises,” saad sa RA No. 10575.

Ang kawani ng BuCor na humahawak ng matataas na posisyon ngunit kulang sa kuwalipikasyon ay bibigyan ng hanggang limang taon upang kumpletuhin ang mga requirement at kung hindi ay sisibakin sa puwesto.

Magpapatupad din ng performance evaluation system sa lahat ng opisyal at kawani ng BuCor.

“Upon compulsory retirement, any custodial officer from the rank of Corrections Chief Supt. and below shall be entitled to retirement benefits computed on the basis of one grade higher than the position last held,” saad pa sa batas.

Inatasan din ang BuCor na magsagawa ng pag-aaral sa pagtatatag ng Philippine Corrections Academy, na katulad ng Philippine Military Academy (PMA) at Philippine National Police Academy (PNPA).

“The implementation of this Act shall be undertaken in staggered phases, but not to exceed five years, taking into consideration the financial position of the national government,” saad sa batas.

Upang matiyak ang kaligtasan at pagbabagong buhay ng mga bilanggo, inatasan din ang BuCor na magbigay ng disenteng tulugan, malinis na pagkain at tubig at damit na naaayon sa panuntunan ng United Nations (UN). – Madel Sabater-Namit/Manila Bulletin
